POSITION FINANCE MANAGER
REPORTS TO NATIONAL DIRECTOR
Cross Functional Reporting to HFHI-EMEA: REGIONAL FINANCE MANAGER
LOCATION National Office
PURPOSE The Finance and Administration Manager (FAM) is a member of the Senior Management Team and will play a senior leadership role in the HFH Côte d’Ivoire team. The FAM is responsible for the National Organization Finance, Administration and the Human Resources Functions. In collaboration with the National Director and Program Manager, the FAM is responsible to ensure effective and efficient stewardship of resources and systems to achieve organization goals. The position establishes policies; systems and procedures and oversees daily accounting operations, and supervises the Accountant. This position ensures timely and accurate monthly, quarterly and annual financial statements and Donor reports are prepared. Responsible for drafting and managing national and partner budgets; producing accurate and timely management information based on financial statements and program performance statistics; drafting and managing national and projects budgets; and assisting program staff to improve operations.
DUTIES Finance Policies, Internal Controls and Accounting
• Policy and Procedures development: Develop or adapt policies, systems and procedures for managing the FAM of the organization for approval by the National Director as guided by the HFHI policies and guidelines. Ensure the policies are adhered to in the day-to-day transacting.
• Internal controls management: Designing and Monitoring of internal controls processes for HFHCI to ensure internal controls are in compliance with Donor, HFHI and National finance policies. Ensure all compliance practices are implemented based on up-to-date regulations;
• Financial Accounting function management: Directly manage the development, documentation, implementation, and review of HFHE’s financial transactions using Sun Systems accounting system to ensure that transactions are recorded on an accurate and timely basis in compliance with GAAP and appropriate country accounting standards and regulatory requirements and financial reports are provided to stakeholders by the prescribed deadlines.
• Financial Management: Prepare monthly financial management reports monitoring for performance and efficiency keeping track of key indicators and timelines. Provide a written analysis to the National Director and key stakeholders. Conduct reviews and analysis with the aim of exploring and implementing cost reduction opportunities
• Contract Management: Advise National Director on financial components and implications of contracts and agreements with government agencies, donor agencies, partner NGOs, and local CDA’s. Manage all payments for local contracts, consultants, workshops, supplies and equipment, ensuring compliance with organization policies.
• Audit: Ensures that the annual External Audit is carried out, and the auditor’s report is submitted according to HFH International requirements. Ensures internal and Donor Audits are conducted and follow-up on audit recommendations.
• External Relationships Management: Manage relations with external stakeholders such as e.g. Banks, Government Tax and social Insurance Authorities, Legal Consultants; Payroll service provider etc ensuring the continuation of HFHCI without any issues that may hold back its work in Cote d’Ivoire
• Budgeting and Planning: Participate in the strategic and operational Planning of the organization. Manage the development and approval process for the Annual HFHE Budget and the Donor Budgets. Manage HFHCI’s spending and tracking against budget, preparing periodic budget variance reports and requesting for approval before incurring expenses that are not budgeted for.
• Proposal Development and Donor Reporting: Oversight on Proposal budget preparation and Financial Donor reports ensuring budget variance analysis.
• Cashflow analysis Monitor cash flow, and ensure that sufficient funds are always available in the bank.
• Monitor the funding situation, and prepare the funding grid at the end of each month.
Administrative support
• Fixed Assets: Ensure that the fixed assets register and list of non-capitalized assets is updated and physical inventory checks are conducted regularly
• Ensure IT infrastructure, office facilities and equipment are maintained and under updated insurance policy and all the insurance contracts are renewed on time. Ensure the compliance with IT and Procurement policy
• Procurement management: Oversee the preparation, analysis, negotiation, and review of contracts related to the purchase or sale of equipment, materials, supplies, products, or services.
• Ensure office supplies are managed in a cost-effective and efficient manner (good tracking system)
• Ensure documentation of important documents are properly filed (in both printed and electronic copies)
• Manage overall operation i.e. office renting, security services,
• Performs other relevant tasks as assigned by the National Director.
QUALIFICATIONS • Bachelor’s degree in Finance, Accounting, Public Administration or related field, and 5 years of increasingly responsible professional, in the not-for- profit sector experience in accounting, budgeting or fiscal management including 5 years in a supervisory capacity or an equivalent combination of education and experience.
KEY PERFORMANCE MEASURES / INDICATORS
• Financial Indicators confirm that the financial reports are submitted in a timely and accurate fashion.
• Timely Implementation of all the internal and external audit recommendations.
• Monthly and quarterly financial reports are submitted to the management and donors on a timely manner.
• Annual and Project Donor Budgets are prepared/submitted in a timely and accurate manner.
• Internal and external audit reviews confirm the implementation of financial policies, procedures, and internal controls to minimize risk.
• The Grant Tracking and pipeline updated.
• Regularly formal and informal meetings to understand and solve the bottlenecks faced by Finance team as well as to communicate expectations and new developments from Habitat Côte d’Ivoire’s Finance Department, are conducted.
EXPERIENCE, KNOWLEDGE, SKILLS & ABILITIES REQUIRED • Uphold and fully commitment to Habitat for Humanity Vision, Mission Statement, Mission Principles and all policies available (see list of policies).
Experience
• At least 5 years’ experience as a senior manager in a similar size NGO or company, overseeing multi-departmental responsibilities including administrations, HR and finance.
• Knowledge of Côte d’Ivoire financial and tax regulations, especially those pertaining to non-governmental or not-for-profit organizations
• Previous experience managing grants or contracts with external funding agencies, such as the World Bank, USAID, AUSAID, etc. is an advantage
• Previous experience in banking or micro-financing is an advantage

• Ability to train and supervise other financial staff on computer packages and other financial management.
• Self-motivation with keen interest in detail and ability to work with minimal supervision.
• Ability to take initiatives to advance the program.

• Ability to work under a deadline and/or pressure.
• Ability to work on multiple projects.
• Ability to analyze and interpret financial and systems support requirements, and provide consultations and recommendations to management.
• Ability to plan, organize, implement, evaluate, and modify financial programs, information support systems and processes.
• Prioritize and schedule work. Assign and review the work of others.
• Manage office premises including insurance of HFH Côte d’Ivoire’s assets.
Skills
• Computer literate and familiar with accounting packages on market, Sun System highly preferred but not required. Microsoft Word and Excel abilities are required. Microsoft Access abilities preferred but not required.
• Excellent interpersonal and communication skills, both oral and written.
• Interpret, apply and explain rules, regulations, policies and procedures.
